It has been 25 years since the downfall of Kira, the self-proclaimed God of Death who hoped to "cure" the world from its infection of sinfully-oriented humans. Almost immediately following the fall of Kira, the world began to return to its previous state as though the Kira events had never happened. Kira would likely never be forgotten, but without his lead humans went back to their normal nature. Crimes rates steadily increased and the police force went back to its normal activity.
Near, the world's greatest detective, also held onto his title after the fall of Kira. He remains the top forensic scientist in not only Japan, but in the world. Following the death of Kira, Near became bored with his cases. At times, he would become nervous, expecting a death note user like Kira to return. After having the old death notes burned, and Ryuk receiving his own death note, it seemed that it would be impossible for another notebook owner to reappear. Over time, Near was able to settle down with his family in peace.
Meanwhile, in the Shinigami Realm, things have remained as boring as ever for Ryuk, Chak, Sidoh, Jastin and Midora. In order to quench this boredom, they decided to play a little game in the human world. The rules were basically that each Shinigami had a year to explore Kanto and select a human partner to give him or her ownership of the death note. If the human refused to take the death note, then that human was to be killed and the Shinigami would continue with its search for a partner. However, if the human agreed to take ownership of the death note he or she would be allowed to use it as he or she pleased. There would only be one condition: they must find and kill the other three human users of the death note or be killed.
These events brought four shinigami, Ryuk, Chak, Sidoh, and Midora to the human world with their death notes. Jastin, the fifth shinigami, would stay behind and monitor their progress to make sure none of the shinigami were cheating. Otherwise, it was a free for all.
